While some might think it would cost more to manufacture than assemble a PCB, the fact is the opposite. Manufacturing of bare boards is almost completely automated these days. Assembling them requires manual work and significant setup, even though the actual population of the boards is done by a machine.
The manufacturing engineer needs to verify the assembly instructions and data are correct, and there is much more to it than checking that the Gerber files are manufacturable.
All the parts must be procured, which could be an enormous challenge. Regarding procurement, even if you source the parts – international logistics can be a mess sometimes.
In addition, PCB assembly also requires programming the machines for the assembly run, loading the parts on the machines, manually installing any through-hole parts that the pick and place can’t populate, setting up and performing post-assembly inspection, etc. These are all costs a contract manufacturer simply can’t sensibly amortise if you make only 100 boards.
Also, bare boards are often penalised, and multiple small customers share the costs of a panel. That’s why it is so cheap per board. With assembly, that’s a lot more difficult and often impossible because the machines don’t have many feeders available.
